Plan International’s first operation in Ethiopia started in Lalibela, in November 1974 and is currently implementing its program in Gambella, Benishangul-Gumuz, Afar, Oromia, Amhara, SNNPR, and Addis Ababa City Administration. Plan International Ethiopia will also continue low presence in Somali and Tigray. Furthermore, if there is a national-level emergency crisis in the country Plan International Ethiopia will respond quickly, effectively, and at a significant scale, even in areas where we are not present.

Position 1: Shelter Data Clerk

afeguarding Children and Program Participants (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed per the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understand their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Program Participant and Gender Equality and Inclusion are fully embedded in day-to-day work.
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

The Individual.

  • Diploma or Bachelor’s degree in Information Management, Statistics, Computer Science, Business Administration, or a related field.
  • Minimum 1–2 years of experience in data entry, information management, or monitoring.
  • Experience in humanitarian or refugee operations is preferred, particularly in shelter/NFI programming.
  • Familiarity with UNHCR operational policies, procedures, and standards is highly desirable.
  • Proficiency in MS Excel (pivot tables, formulas, data validation).
  • Experience with Kobo Toolbox, ODK, or UNHCR data collection tools (ProGres v4/5).

Position 2: Accountability to Affected Populations (AAP) Officer

Qualifications/ Experience/Skills Essential:

  • Bachelor’s degree in Social Sciences, International Development, Humanitarian Studies, Social Work, Human Rights, International Law, or related field. Postgraduate degree preferred.

  • Minimum of 3 years’ experience in AAP, MEAL, or community engagement within humanitarian or development projects.

  • Extensive expertise in accountability mechanisms and capacity to support effective community communication, with emphasis on women, children, and marginalized groups.

  • Proven experience in data collection, analysis, and reporting for programmatic decision-making.

  • Excellent facilitation, interpersonal, communication, and presentation skills.

  • Strong understanding of participatory Monitoring, Evaluation, and Research systems and processes.

  • Ability to work effectively in multicultural and multi-partner environments.

  • Proficiency in MS Office (Word, Excel, PowerPoint) and data visualization tools.

Position 3: WASH Officer

Qualifications/ Experience/Skills Essential:

  • Bachelor’s Degree in Water Resources Engineering, Civil /Hydraulic Engineering, Environmental Health, Sanitary Engineering, Public Health, or related field.
  • Minimum 3 years of experience in WASH programming in humanitarian/refugee or emergency contexts.
  • Proven experience in infrastructure design, construction supervision, contract management, and quality assurance.
  • Experience in hygiene promotion methodologies (PHAST, CHAST, CLTSH, MHM).
  • Experience integrating WASH with health and nutrition services.
  • Strong experience in preparing BOQs, technical specifications, bid documents, evaluation, contract documents, and negotiation management.
  • Knowledge of Sphere, UNHCR, UNICEF, and WASH Cluster standards.
  • Prior work with refugee/displaced populations is highly desirable.
  • Experience and knowledge of Water-CAD, AutoCAD, and related software is advantageous.
  • Strong technical skills in monitoring, reporting, and supervision of WASH facilities.

  • Fluency in English language is essential
  • In addition to Amharic other local Knowledge of Local Languages is a desirable

Position 4: Water Technician Assistant

Qualifications/ Experience/Skills Essential:
  • Diploma or Level III/IV (TVET 10+2, 10+3, or 10+4) in Water Supply, Water Engineering, Hydraulics, Plumbing, Electro-mechanics, Auto-electricity, Civil Engineering, or other relevant technical fields.
  • Minimum of 1–2 years of relevant experience in WASH, water supply, plumbing, or infrastructure works, preferably in refugee camps, humanitarian, or emergency settings.
  • Experience with water system operations, including solar-powered systems and motorized pumps, is an advantage.
  • Basic knowledge of pipeline installation, water system operations, sanitation facilities, water quality monitoring techniques, and public health principles.

Languages required:

  • Fluency in English language is essential
  • In addition to Amharic other local Knowledge of Local Languages is a desirable

Position 5: Sanitation and Hygiene Promotion Assistant

Qualifications/ Experience/Skills Essential:

  • University degree in Environmental Health, water supply, public health, or a related subject. Adequate experience in the field will substitute for formal qualifications.

  • Minimum 2 years of total experience, of which experience in development and the Emergency WASH sector is advantageous.

  • Experience in hygiene promotion in a complex and demanding workload.

  • Substantial experience in mobilizing the community, planning, implementation, supervision, monitoring, and reporting.

  • Ability and willingness to travel and work in rural areas where the project is implemented, within approved security frameworks.

  • Good computer skills (particularly Excel, Word, and databases).

Position 6: Construction Officer

The post holder will be responsible for:

  • Plan, implement, monitor, and evaluate emergency shelter and WASH construction activities in refugee camps and host communities.
  • Ensure technical quality, safety, and compliance with donor and humanitarian standards.
  • Supervise field teams, contractors, and local labor for timely and cost-effective delivery.
  • Coordinate with government, partners, and communities, promoting child-centered, gender-sensitive, and protection-focused approaches.
  • Support rapid repairs and emergency response for shelters and WASH facilities.
  • Maintain progress reports, documentation, and M&E for project management and donors.

  • Knowledge of UNOCH EHF, UNHCR, or other donor construction standards and humanitarian guidelines is an advantage.
  • Strong skills in planning, coordination, supervision and technical reporting.
  • Ability to work effectively under challenging field conditions and manage multiple priorities simultaneously

Position 7: Project Coordinator – WASH and Shelter Project

The post holder will be responsible for:

  • Plan, implement, and monitor WASH, Shelter, and NFI activities according to project objectives and standards.
  • Provide technical guidance on WASH infrastructure, emergency shelters, and NFIs.
  • Ensure quality assurance, adherence to Sphere, UNHCR, and national standards.
  • Maintain monitoring and reporting systems; track KPIs and report to management.

  • Experience in project start-up, field-level implementation, emergency response, rapid assessments, and multi-sectoral coordination.
  • Proven record-keeping, reporting, and project management skills.
  • Demonstrated ability in team management, capacity building, and stakeholder coordination.
  • Knowledge and application of Sphere standards in emergency and development contexts.
  • Experience with ERP/logistics management (e.g., SAP, Kobo, ODK) and technical software (AutoCAD, GIS, Google Map, EPANET) is an asset.

  • At least three years of experience in storekeeping, warehousing, stock control, or related work in INGO.
  • Excellent knowledge of MS Office software suite.
