Médecins du Monde is operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response.

MdM France has concentrated its efforts on projects related to access to primary health care (projects centered on rural health facilities and isolated populations), reduction of maternal mortality through improved quality of obstetric care, promotion of sexual and reproductive health rights including protection against gender-based violence, provision of Mental Health and Psychosocial Support (MHPSS) and reduction of malnutrition.

Position 1: Human Resources Assistant

Job Summary

Under the direct supervision of the HR Officer, the HR Assistant provides administrative and clerical support to ensure the effective and efficient functioning of the Human Resources department. The position supports recruitment, onboarding, attendance and leave management, payroll preparation, personnel file management, and general HR administration in compliance with organizational policies and procedures. The HR Assistant plays a key role in maintaining accurate HR records, supporting staff services, and ensuring timely documentation and reporting.

Objective of the Position

To support the HR department in delivering high-quality, compliant, and efficient human resource services by managing administrative processes, maintaining accurate records, and assisting in recruitment, HR data, payroll, and employee lifecycle management.

Tasks and Responsibilities

Recruitment and Onboarding Support

  • Assist in receiving and organizing recruitment requisition forms and documents.
  • Support preparation and posting of job advertisements as needed.
  • Collect, sort, and register applications and recruitment documents.
  • Arrange written tests and interviews; contact shortlisted candidates.
  • Prepare interview files and recruitment documentation.
  • Assist in ensuring employment contracts are proper filing.
  • Support onboarding processes including preparation of personnel files.
  • Assist in updating recruitment tracker and candidate roster (education, experience, status).
  • Facilitate staff ID card timely preparation and distribution.
  • Ensure all new joiner documentation is complete and properly archived.

Personnel File and HR Records Management

  • Maintain digital and physical personnel files in line with HR policies.

  • Sort, file, register, and dispatch incoming and outgoing HR correspondence.

  • Maintain contact lists, and other HR trackers.

  • Ensure all HR policies, documents and procedures are properly filed.

  • Conduct regular checks to ensure completeness of staff documentation.

  • Maintain confidentiality and secure storage of HR records.

Attendance, Leave, and Timesheet Management

  • Facilitate staff timesheet collection and ensure proper approval.

  • Archive approved timesheets systematically.

  • Maintain attendance records and leave tracker.

  • Update leave balances quarterly and share with line managers.

  • Receive and file leave requests and ensure proper documentation.

  • Assist in preparing absenteeism summaries as required.

Payroll and Benefits Administration Support

  • Assist in preparing payroll documentation and compiling monthly HR payroll inputs.

  • Ensure all payroll supporting documents are complete and accurate.

  • Support staff pension registration and maintain records.

  • Assist in insurance documentation and benefits-related paperwork.

Staff Exit and Employee Lifecycle Management

  • Manage exit procedures for separating employees.

  • Prepare termination paperwork and exit documentation.

  • Conduct exit interviews (as delegated).

  • Facilitate clearance process and ensure return of ID cards and organizational property.

  • Archive exit documentation appropriately.

HR Administration and Reporting

  • Support performance management procedures as requested.

  • Assist in organizing training and staff development activities.

  • Maintain updated staff roster and organizational charts.

  • Handle routine HR inquiries from staff.

  • Perform other HR-related tasks assigned by the line managers.

Compliance and Confidentiality

  • Maintain strict confidentiality of all employee information.

  • Ensure compliance with internal HR policies and procedures.

  • Support HR file audits and documentation reviews.

  • Follow organizational code of conduct and employment regulations.

Other Duties

  • Perform any other HR-related tasks assigned by the HR Coordinator or management.

Education

  • Bachelor’s degree in human resource management, Management, Administration, Social Sciences, or related relevant fields of study.

Experience

  • Minimum two 2 years of relevant experience in HR or Administration.

  • Experience with humanitarian NGOs is an advantage.

Position 2: Nutrition Officer

The Nutrition officer is responsible for

  • Mapping of Nutrition activities within the MdM supported health facilities in the woredas

  • Technical support for community level activities

  • Woreda level monitoring and evaluation of nutrition interventions

Tasks and responsibilities

At the inception of the program, carry out health facility capacity assessment and institutional mapping of TFP programs in collaboration with Woreda health office and project team.

  • Map out other actors at the community level and develop a referral pathway.

  • Update weekly tracking tool to monitor programme screening based data on acute malnutrition; collect health facility-based disease surveillance reports and update morbidity reporting tool for assigned health facilities.

  • Participate with MEAL team in supervision of data collection for nutrition assessments.

  • Liaise with Health facility staff/ community health workers for accessing community support group database; health facility database on a regular basis and updating overall health facility-based activities.

  • Participate in MUAC Screening campaigns at the woreda level.

  • Support the Programme manager/ Coordinator in organizing/attending woreda based coordination meeting and ensure dissemination of key information after such meetings.

Objective 2: Supervise Community and facility level activities in the framework of nutrition service provision.

The Nutrition officer is responsible to

  • Support the programme manager in management of the nutrition activities.

  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with MDM Ethiopia Mission’s Nutrition strategy, MOH guidelines and international standards.

Tasks and responsibilities

  • Support the set up or running of OTP/SC across targeted health facilities in the woreda.

  • Ensure that all children and patients visiting MDM supported facilities are properly examined and treated according to national nutritional protocols and standards.

  • Identify gaps in health facilities and inform the Programme manager on a regular basis.

  • Ensure Availability of essential Nutrition supplies and equipment in assigned Health facilities including data tools, RUTF, therapeutic milk, arthrometric equipment etc.

  • Ensure rational use of all medical equipment, supplies and stationaries in health facilities.

  • Monitor for appropriate documentation–CMAM treatment registers/tools, individual child growth monitoring cards.

  • Identify financial requirements, logistic needs, HR support in reference to work plan and inform the PM/CO to prepare budget forecast.

  • Develop monthly monitoring and supervision plan for the supported HCs and share with the Programme Manager

  • Ensure that specific monitoring finding is reported to the Programme manager with potential solutions.

  • Strengthen referral linkage among CMAM components through availing standard referral forms at health facility and community level.

  • Ensure that referral of children in need of specialized care are made to the nearest higher-level centre: SAM with medical complications and other conditions requiring higher-level care.

  • Ensure use of predefined quality assessment checklist, on-job coaching guidance to support CHW/HEW.
  • Provide support to Community volunteers/ Health extension workers in carrying out community activities.

Objective 3: Training and managing the programme teams (Community Health workers, health extension workers, MOH staff and Community volunteers)

The Nutrition officer is responsible for:

  • The management of his/her teams (supportive supervision, monitoring, motivation….)

Tasks and responsibilities

  • Maintain individual monitoring & supervision plan as well as for the supervisee at the Community and HF level.

  • Regularly follow up with the teams on the progress of activity, challenges, and guide on necessary actions.

  • Conduct ongoing capacity assessment of health workers on CMAM services delivery, IYCF etc. and review the training needs and/or coaching needs.

  • Share training plans with identified needs to the PM well in advance to facilitate support from HR/Admin/Logistics

  • Support the Programme manager/Coordinator in facilitating and organizing technical trainings for health workers (including on CMAM, IYCF, HMIS, Family MUAC etc)

Objective 4: Information management, reporting, and coordination

The Nutrition Officer is responsible for:

  • Reporting-ensure regular reports are produced by health workers in supported health facilities.

  • Support the woreda to consolidate quality facility data in timely manner.

  • Review and analyse facility service delivery data and provide feedback to woreda and health facilities supported.

  • Participate in woreda level coordination meetings.

Tasks and responsibilities

  • Update and maintain 5W/4W mapping (Nutrition sector) tool on a weekly basis for the Regional ENCU; and share with the programme Manager/Program coordinator.

  • Maintain and update database for health workers, community health workers/volunteers, trainings and share with line manager.

  • Prepare consolidated tracking tool for supportive supervision visits/on-job coaching sessions and share with line manager.

  • Update woreda work plans, individual work plans and share with line manager.

  • Use appropriate attendance sheet on-job coaching sessions, workshops/meetings and trainings and share a copy with line manager.

  • Use specific supervision checklist during supervision visits and archive filled supervision checklists with summary report – every month.

  • Fill the Nutrition activity reports every month for MDM supported health centres and share it with line manager for consolidation.

  • Support government health workers in preparing the integrated diseases surveillance report, monthly facility based DHIS2 report.

  • Provide summary analysis from the woreda report including –

    • Significant contextual changes that have impact on nutrition operations.

    • Bullet points on progress of training, on-job coaching and supportive supervision.

    • Feedback on quality-of-service provision through monitoring visits (checklist to be used).

    • Key challenges and proposed solutions.

Additional Responsibilities

Qualification and Experience

BSC in public Health officer or Nursing

Work Experience: 3 years’ work experience for BSc degree in implementing in humanitarian integrated projects in NGOs, or as CMAM officer, supervisor, facilitator, or mentor positions.

0ther Skills & trainings

  • TOT/Certificate on management of CMAM

  • NGO experience with similar position is preferred.

  • Good interpersonal communication, mentoring and facilitation skills.

  • Respect for multiculturalism, Promote team synergy in a multi-cultural work environment.

  • Be able to work under pressure and towards tight deadlines with minimum supervision.

  • A resourceful person and self-starter
