Position 1: Human Resources and Administration Officer
Generic responsibilities
Ensure adherence with NRC policies, tools, handbooks, and guidelines.
Implement delegated support function portfolio according to plan of action.
Prepare and develop status reports as required by management.

Promote and share ideas for improvement of the support function.

Ensure compliance with NRC policies and the local labour law in all procedures and processes.

Ensure that all new staffs have filled ID forms and make sure every staff has the organisation ID card.
Follow up the pension forms to be filled; have one copy for personal files; submit the forms to Pension Office; collect pension ID cards from this office; and give the ID card after getting signed by the respective staff
Maintain all administrative work at the area level and ensure all admin necessary items are properly keep/stored.
Participate in the recruitment process of Contingent Workers and prepare payroll
Ensure that Contingent workers records are up to date and file appropriately
Maintain full up to date records and archives of employee personnel files and other documents
Update tracking sheet for personal files and communicate the same with CO HR focal person
Create CV pool system for Dolo Ado area that can be used for emergency recruitment
Support on the day to day routine activities of HR/Admin at the different Dolo Ado refugees camps and all field area

Position 2: WASH and Shelter Assistant
Role and responsibilities
The WASH & Shelter Technical Assistant supports planning, implementation, quality assurance and monitoring of WASH and shelter activities to ensure safe, and sustainable services for affected populations. The role includes technical oversight of construction of water systems, shelter, water quality management, coordination with partners and authorities, procurement and contract support, and reporting.
Specific responsibilities
- Support needs assessments, baseline/KAP surveys, mid-term and end-line evaluations.
- Translate annual operational plans into weekly, monthly and quarterly implementation schedules.
- Prepare timely technical reports, assessment findings, environmental impact assessments, progress updates and donor-required documentation.
- Represent NRC in WASH & Shelter sub-cluster, site-level coordination and other stakeholder meetings; liaise with local authorities, community leaders, NGOs/INGOs and implementing partners.
- Coordinate with other technical and cross-cutting teams to ensure integrated response and adherence to CC strategy, tools and guidelines.
- Facilitate community feedback mechanisms and ensure accountability to affected populations (AAP).
- Supervise and monitor WASH and shelter construction and maintenance works to ensure compliance with designs, NRC and international technical standards. Inspect sites, resolve technical issues and guide on repairs and maintenance.
- Prepare designs, bills of quantities (BoQs), specifications, take-off sheets, cost estimates and payment certificates.
- Support contract management, tendering processes and quality assurance for contractors and implementing partners.
- Ensure activities are planned and handed over to promote local capacity and sustainable operations.
- Supervise daily operations of water treating at reservoirs and testing at tapstands, ensuring effective disinfection (chlorination, and dosing), and jar testing.
- Implement routine water quality testing and produce weekly/monthly compliance reports.
- Ensure regular calibration, maintenance and proper functioning of testing instruments (photometers, sensors, meters).
- Manage procurement, inventory and stock control of reagents, water treatment chemicals, consumables.

Role and responsibilities

Position 4: Roving Community Feedback Mechanism (CFM) Coordinator
Role and responsibilities
As a humanitarian organization, NRC is committed to accountability to affected people by ensuring meaningful engagement, safe and confidential feedback channels, and timely responses to community concerns. The Roving Community Feedback Mechanism (CFM) Coordinator is responsible for leading the implementation, oversight, and continuous improvement of the CFM in NRC Ethiopia. The role ensures that feedback from project participants is systematically collected, recorded, analyzed, and used to improve the quality, safety, and relevance of programmes.
The coordinator acts as the country-level focal point for CFM, while providing direct, hands-on technical support to AOs through regular field travel. They ensure that feedback is handled in line with SOPs and NRC standards, that sensitive feedback is safely handled and escalated within 24 hours, and that communities have access to safe, accessible, and trusted feedback channels.
The role strengthens the capacity of AO teams, promotes consistency in CFM implementation, and ensures that feedback data is used to inform programme adaptation and decision-making. The position also contributes to strengthening a broader culture of Community Engagement and Accountability (CEA) across NRC Ethiopia.
