World Vision Ethiopia began its first intervention in Ethiopia in 1971 with relief and opened the Ethiopia office in 1975. Relief, rehabilitation, and small community development projects dominated the decade that followed. Starting its operation with emergency intervention in some parts of Ethiopia, World Vision currently operates in 53 Area Programs (APs) implementing effective programmes, such as Education, Water, Sanitation and Hygiene (WASH), Nutrition, Emergency Response, Faith and Development, Food Security, Economic Development, Climate change, and environmental projects and other cross-cutting programmes.

Position 1: Market for Sanitation PBI Officer

The Market for Sanitation PBI Officer is responsible for implementing a market-based approach to sanitation within the Area Program to enhance child well-being. It focuses on promoting the purchase and use of toilets by engaging people as customers strengthening the local WASH market system. The position aims to catalyze a sustainable and inclusive market that encourages investment in desirable, durable sanitation solutions, leveraging behavioral economics principles that emphasize ownership and value creation.

Key responsibilities include supporting and monitoring WASH business centers, sales, and marketing activities, as well as collecting, verifying, and reporting business and sales data through M-Water. The role also involves coordinating with woreda offices and partners for planning, budgeting, and reporting; facilitating community mobilization and demand creation for improved sanitation; and providing business development and capacity-building support to local entrepreneurs to strengthen supply chains and market resilience.

  • Implement the approved PBI, and monitor activities in partnership with communities, local government, and partners according to the yearly plan for the assigned Place-Based Initiative project. Oversee routine planning and reporting among business partners, demand creation, financing, governance, and supply/sales agents.
  • Ensure sales agents and business partners properly use daily sales registration formats. Monitor and report on local marketing events and ensure the correct use of sales and marketing tools. Facilitate business development support through woreda-level BDS providers.
  • Support businesses in promoting their products and services while maintaining marketing standards and quality. Provide coaching to Mason installers for effective door-to-door sales.
  • Conduct regular check-ins and personal meetings to help Mason installers and demand creators plan and improve their performance.
  • Collect regular Business Partner information using the mWater platform. Verify, encode, and report monthly sales data and weekly door-to-door promotion activities. Ensure proper use of electronic data capture systems. Facilitate timely and quality reporting and documentation of project activities.
  • Facilitate sector coordination, networking, and partnerships. Lead annual and quarterly woreda WASH/Sanitation & Hygiene work plan preparation. Monitor sub-award budget utilization and support financial liquidation. Assist WWT/WWTT in conducting and documenting meetings and coordinating key WASH project activities.
  • Support linkages between savings groups, sanitation product retailers, producers, and suppliers. Support district offices, Kebele Administrators, HEWs, and other local actors to implement proven SBCC approaches as per the national strategy to promote demand creation for improved sanitation and hygiene practices.
  • Ensure proper documentation and organization of all SBCC strategy-related activities for accountability and learning.
  • Monitor and report on demand creation, linkages, and sales referrals from Health Extension Workers (HEWs). Qualification required:

  • BSc Degree in Environmental Health with 5 years’ experience or M.Sc. in Environmental Health. Public health, Management, Business Administration, Economics,
  • Marketing Management, with 3 years’ experience.
  • Professional technical skill associated with WASH and market-related training; experience is desired. Required Education, training, license, registration, and certification
  • DBC, CLTSH, Market-based sanitation, Institutional WASH, MHM
  • Basic/advanced level computer skills are a plus.
  • Excellent Communication skills in English required & Knowledge of any Ethiopian local languages is an advantage. Preferred Knowledge and Qualifications
  • Extensive experience in Hygiene & environmental health, including demonstrated knowledge
  • Demonstrated problem-solving skills, collaboration experience, creativity, and willingness to innovate.

Position 2: Field Security Coordinator

Job Purpose:To support the Response Security Manager (RSM) in ensuring that effective security measures for the Response Office programs are both appropriately planned for and addressed within the national context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security. Act in capacity of RSM in his/her absence.

Major Responsibilities

Strategy & Planning

  • Develop and implement the Response Office security strategy in alignment with WV security policy so as to ensure the operational priorities of the National Office are appropriately supported.
  • Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training
  • Provide leadership/ management of the security focal person’s in country

Security Operations

  • Work with the Response Manager/ Response Security Manager to carry out Security Risk Assessments as required/directed.
  • Country Risk Ratings are established and updated as required
  • Ensure Core Security Requirements are implemented in line with Country Risk Ratings
  • Provide input and support to management in crisis situations and critical incidents
  • Conduct security investigations when required.

Networking and External Liaison/Engagement

  • Represent WV at local NGO security network meetings and ensure information from these groups is disseminated to relevant staff.
  • Build ongoing networks for sharing security information and coordination

Capacity Building and Technical Training

  • Coordinate the assessment, development and implementation of the national office capacity building plan for security management based on local security risk assessments.
  • Seek to develop a culture of security awareness and monitor staff compliance.

Reporting and Documentation

  • Provide a regular security report to the Response Office, region and Office of Corporate Security.
  • Ensure that all security incidents are reported in accordance with WV Security Policy.
  • Conduct performance reviews of the field-based security focal persons.
  • Collect, analyze and disseminate security information appropriately.

Required Professional Experience

  • No previous criminal record or convictions
  • REQUIRED: Confirmed employment of the security coordinator is contingent on him/her passing the HEAT training course within 90 days of employment or approved OCS equivalent (probation period)
  • At least three (3) years’ experience in a proven security field (public, private, and government or NGO sectors).
  • Experience in operating in high security risk environment/ armed conflict situations.
  • Minimum (2) years’ experience working with UN Agency / NGO plus field security experience.
  • Radio and/or Satellite phone communications experience, operations and management.

Required Education, training, license, registration, and/or Certification

  • Bachelor’s degree in relevant field, Police/Law Enforcement Training.

Preferred Skills, Knowledge and Experience

  • Demonstrated experience in designing and delivering training.
  • Demonstrated ability to work effectively under pressure (particularly in a crisis situation)
  • Valid Passport and Driver License
  • First Aid qualified
  • Practical knowledge of tools, mechanisms and procedures for personal and organizational security.
