The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organization that provides assistance, protection, and durable solutions to refugees and internally displaced persons worldwide. The majority of our more than 4000 staff members are national employees in NRC’s projects in over 30 countries in Africa, Asia, America, and Europe. 

 

The NRC Ethiopia program was established in June 2011 to assist Somali refugees in Dollo Ado and Eritrean refugees in Shire. NRC quickly became a leading shelter agency in Ethiopia and designed the government-approved transitional shelter for Dollo Ado beneficiaries. NRC is improving the living conditions of refugees in the selected camps through the provision of Shelter and Education (Youth Education Pack & Alternative Basic Education) while continuing to explore other relevant core competencies in line with emerging needs for refugees. NRC mainstreams gender and protection throughout all program activities and is an active, evidence-based advocate with a view to enhance the situation of NRC’s target groups.

Position 1: Livelihood and Food Security Social Support

Role and responsibilities

The purpose of the Social Support position is day-to-day implementation of the core competency and related project activities.

The responsibilities depend to some degree on the existing organizational chart of the Country Office and the size and complexity of the operations. If theseresponsibilities are not reflecting the reality of the field operations, the COs can adapt the content as long as the structure and style are the same. Details shall be incorporated in the Work- and Professional Development Plan and not be included in the JD.

Generic responsibilities

  1. Ensure adherence to NRC policies.
  2. Ensure projects reach the most vulnerable and identify better ways to provide assistance.
  3. Ensure proper filing of documents both hard and soft copies.

  4. Carry out data collection as required.

  5. Prepare and file relevant documents according to procedures.

  6. Cooperate with relevant partners and local authorities.
  7. Work with LFS coordinator to implement LFS programme activities according to plan of action.
  8. Demonstrate commitment to NRC’s mission, vision, and values.

Specific responsibilities

  • Actively participate and ensure transparency and accountability during selection, verification, and registration of beneficiary.
  • Coordinate with community leaders and local authorities.
  • Ensure the most vulnerable populations are prioritized and conduct household verification visits.
  • Establish complaints and feedback mechanisms.
  • Training for selection and appeal committee.
  • Lead community mobilization and disseminate essential information before, during, and after cash distribution and related activities.
  • Follow-up self-help groups and support income-generating activities for self-help groups.
  • Ensure equal participation by all segments of the IDPs, Returnees, and hosting communities, taking into consideration issues regarding gender, age, and disability.

  • prepare and submit organized reports to the Livelihoods and Food Security Project Coordinator.
  • Any other task relevant to the position as requested by the line manager.

Academic and Professional Qualifications

  • BA Degree in natural or social science and other relevant disciplines.

Relevant Experience

  • Minimum of 1 year in livelihood and food security, multi-purpose cash assistance, community mobilization activities in humanitarian/recovery context.

  • Work experience in working with government authorities and vulnerable beneficiaries.

  • Work experience in Ethiopian IDPs, returnees and refugee camp context and livelihoods projects are advantages.

  • Fluency in Tigrigna (local language) and fair understanding of English language.

Position 2: WASH Social Support

Role and responsibilities

The purpose of the Social Support position is day-to-day implementation of the core competency and related project activities.

Position 3: Education Coordinator 

Generic Responsibilities:

  • Line management of CC project field staff,
  • Adherence to NRC policies, guidance and procedures,
  • Contribute to CC strategy development, project proposals and provide input on needs and gaps in the education sector.,
  • Manage and implement delegated portfolio of CC projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality,
  • Provide regular progress reports to Area programme Manager and Education specialist.
  • Maintain high technical quality, share ideas for improvement and necessary changes in the activities,
  • Supervise the Education team, ensure their capacity building, and transfer key skills on a regular basis,
  • Liaise and collaborate with relevant education authorities and other key stakeholders,
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist,
  • Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action,
  • Ensure that all protection related cases detected are referred to the referral focal point concerned and to the related Protection Coordinator.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific Responsibilities:

  • Lead necessary need assessments to identify gaps and opportunities and submit comprehensive assessment report to Programme manager/Area manager and education specialist,
  • In close collaboration with the Area Program Manager and with technical support of the Education Specialist, expand, develop, manage and implement the NRC’s Education projects in Amhara and Afar and all camps according to strategy, proposals and plans.
  • Manage and monitor project finance and budget; maintain strong control on budgets ensuring spending within available resources and in compliance with donor and NRC grant management guidelines.
  • Develop proposals for maintenance and expansion of education project. This includes taking the lead and participating in actual Education and Youth Education and Training (YET) designs, inception and implementation.
  • Provide support for formal/non formal schooling, working with partners as appropriate, to address barriers to enrolment, attendance, and performance, and ensure children and adolescents are provided with high-quality and relevant education,
  • Ensure the quality, direction and consistency of school capacity development, AEP/catchup classes and YET.
  • Conduct frequent field visits to educational sites, Education centers and monitor and support if services are delivered as per NRC standards (EIE, youth education and training programs)
  • In close collaboration with M&E Officer, ensures that lessons learnt and success stories from the programme are effectively documented and shared.
  • Liaise with field education authorities and stake holders to ensure effective coordination, implementation, and monitoring of education programme.
  • Represent NRC education in cluster and other education related meetings in the field.
  • Initiate and oversee the recruitment of teachers for AEP and YET Centers
  • Ensure that detailed annual work plans and budget for all AEP and YET activities are prepared in a coordinated and timely manner.
  • Ensure the proper implantation of the vocational skill training (VST) in Afar and Amhara,
  • Assist in the labor market assessment and value chain analysis,
  • Lead on stakeholder sensitization and maintain good working relationships with all stakeholders in the respective geographic areas,
  • In collaboration with M&E, ensure that all vocational skill training projects are monitored regularly, and data are collected on a weekly, monthly and quarterly basis,
  • Provide coaching/mentorship support to business groups,
  • Closely work with private and public sectors for job placement and apprenticeship services,
  • Regularly visit the project sites to ensure that the implementation of activities is closely monitored and filed teams are appropriately supported

Professional competencies:

  • Master’s or BA or BED in Educational planning and management/education leadership, Pedagogy, Social Sciences, and related fields
  • Minimum of 3 for Master’s and 4 years for BA/BED of relevant job experience in education in the emergency project, skill training, and capacity building, preferably within the humanitarian sector
  • Experience from working as an Education Project Coordinator in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Good knowledge of vocational skill training in Ethiopia
  • Knowledge of own leadership skills/profile
  • Fluency in English, both written and verbal
