About the Organization

HELVETAS Ethiopia is an international development organization implementing programs across various regions of the country. The organization works to improve livelihoods, promote social equity, and support sustainable development. HELVETAS is currently looking for an experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Manager to lead MEAL functions for the TRAIL III Project and the Rural Connectivity for Improved Food Security Program (RCFSP).


Role Purpose

The MEAL Manager provides strategic leadership and coordination for all Monitoring, Evaluation, Accountability and Learning activities across both TRAIL III and RCFSP project locations. In offices without a dedicated MEAL Officer, the Manager serves as the primary MEAL focal person. This role ensures the development, harmonization, and implementation of effective MEAL systems, promotes organizational learning, and strengthens accountability mechanisms.

The position also plays a key role in generating evidence to support adaptive project planning, advocacy initiatives, and resource mobilization.


Key Responsibilities

Design & Planning

  • Provide MEAL inputs during development and revision of results frameworks and indicator tracking systems.
  • Support program teams in drafting theories of change, impact pathways, and measurable indicators.
  • Contribute to MEAL components of proposals and concept notes during resource mobilization efforts.
  • Lead the development and regional rollout of MEAL systems and ensure alignment across projects.
  • Ensure MEAL systems integrate HELVETAS gender and social equity standards.
  • Plan, coordinate, and monitor MEAL activities for MEAL and non-MEAL staff.
  • Lead needs assessments and surveys, including baseline and rapid assessments for project planning.

Monitoring & Reporting

  • Lead MEAL functions in regions without assigned MEAL Officers.
  • Supervise MEAL Officers to ensure timely and high-quality data collection.
  • Aggregate data and update IPTTs and dashboards for project- and program-level reporting.
  • Ensure effective use of digital tools for real-time monitoring.
  • Contribute to donor, government, and internal periodic project reports.

Evaluation

  • Coordinate project evaluations including baseline, mid-term, outcome surveys, and final evaluations.
  • Ensure consistency in evaluation methodologies and quality of deliverables.

Accountability

  • Oversee accountability systems across project regions.
  • Manage the project’s Feedback Handling Mechanism in collaboration with staff and partners.
  • Expand and diversify feedback collection tools such as complaint systems and post-distribution surveys.

Learning

  • Lead learning initiatives and ensure MEAL findings are shared and integrated into project planning.
  • Facilitate reflection and learning events, including annual planning workshops.
  • Ensure proper documentation and organization of MEAL materials on HELVETAS Ethiopia’s SharePoint.
  • Document best practices and lessons learned and share through reports, learning events, and digital channels.

Other Duties

  • Liaise with donors and government stakeholders on MEAL matters for TRAIL projects.
  • Represent the project in MEAL-focused forums and networks.
  • Support capacity-building of MEAL teams and implementing partners.
  • Contribute to the development of program-level MEAL guidelines and tools.
  • Perform other related tasks as assigned by the supervisor.

About You

Education

  • Master’s Degree in Statistics, Development Studies, Social Sciences, or a related field.

Professional Experience

  • Minimum of 7 years of experience in MEAL, including at least 3 years in a managerial or supervisory role.
  • Strong knowledge of theories of change, results measurement, and monitoring systems.
  • Experience working with both qualitative and quantitative data analysis.
  • Proven experience in donor-funded projects and MEAL frameworks.
  • Background in development or humanitarian programs is an advantage.
