Job Summary

Cordaid Ethiopia is seeking an Assistant Health System Strengthening Officer (AHSSO) for Negele Borena. The role supports Performance-Based Financing (PBF) activities, including verification of health facilities, monitoring subsidies, coordinating Community-Based Organizations (CBOs), and ensuring data accuracy. The AHSSO assists in contract preparation, conducts field-level verifications, participates in quality supervision, and provides coaching to health posts. Applicants must have a degree in public health, nursing, midwifery, or related fields, along with at least one year of experience in the health sector. Strong communication, data analysis, teamwork, and computer skills are required. Knowledge of Afan Oromo and experience in East Borena are added advantages.

Job Purpose

The AHSSO supports Health Facilities, CBOs, and local health departments by verifying PBF data, monitoring program activities, and ensuring compliance with guidelines. The role also contributes to capacity-building, documentation accuracy, and community-level engagement.

Key Responsibilities

Business Plan & Contracting

  • Support SSOs in preparing and signing HF, WHO, ZHD, and CBO contracts.
  • Assist in reviewing business plans and submitting them on time.
  • Support contracting of CBOs and PBF project entities.

Verification

  • Conduct monthly verification visits to health posts and facilities.
  • Triangulate registers to detect data fabrication.
  • Enter declared and verified PBF data into the PBF system.
  • Collect sample data for quarterly client satisfaction surveys.
  • Verify CBO client satisfaction questionnaires for accuracy.
  • Support community-based interviewers during household surveys.
  • Participate in quarterly quality supervision of health centers.
  • Ensure CBO surveys follow PIM guidelines and deadlines.

Training & Coaching

  • Train new HFs and CBOs on PBF systems and procedures.
  • Identify challenges and recommend solutions.
  • Coach HFs on documentation and HMIS reporting accuracy.

Networking

  • Plan and coordinate CBO activities.
  • Represent Cordaid and the PBF project in East Borena.

Monitoring

  • Monitor HF subsidy utilization and compile quarterly reports.
  • Ensure facilities follow financial procedures and business plans.
  • Confirm proper documentation and chronological filing of records.

Reporting

  • Prepare weekly, monthly, and quarterly updates for supervisors.
  • Assist SSOs with maintaining PBF files for all contracted partners.
  • Submit monthly logistics, finance, and administrative returns.

Qualifications & Experience

  • Degree in Nursing, Midwifery, Public Health, Health Promotion, or related fields.
  • Minimum 1-year experience in the health sector (internships included).
  • Experience with Ministry of Health structures is an advantage.
  • Basic understanding of Performance-Based Financing (PBF).

Knowledge & Skills

  • Knowledge of East Borena Zone is an advantage.
  • Strong communication and teamwork skills.
  • Ability to work independently with minimal supervision.
  • Strong organizational and reporting skills.
  • Good command of Afan Oromo and English.
  • Proficient in computer applications (MS Office, data tools).
  • Strong data analysis and presentation abilities.
  • Valid Ethiopian motorbike license.
