As part of the implementation of the BMM program, GIZ has a dual role both to coordinate the activities of the implementing partners based on the agreed-upon annual work plan, as well as to directly implement certain activities. In furtherance of these responsibilities, GIZ works closely with government and non-government offices and officials and must maintain strong, professional relationships with many different national stakeholders in the countries of implementation.

Position 1: Digital Economy and ICT Advisor CT Advisor #053/2026’ 

Intervention Area

The relevant intervention area for this position is to support a portfolio of transformative companies operating in the Digital Economy and ICT field, particularly in areas such as ICT services (e.g. software development, AI, cybersecurity, FinTech), Business Process Outsourcing (BPO), enterprise digitalization, and digital and audiovisual content creation and distribution (including film, series, animation, gaming, immersive technologies (VR/AR), and digital marketing and social media content).

Transformative companies are defined as ambitious companies with strong growth potential and scalable business models that contribute to job creation at scale, increased local value addition, stronger and more sustainable supply chains, and greater participation in local, regional, and international markets. In addition, these companies are expected to act as transformative development partners, generating broader development impacts beyond their own operations, including positive spillovers for other market actors and contributions to sector-wide transformations.

To support the above-described intervention area, the PSD-E project is seeking an experienced, dynamic, and proactive Digital Economy and ICT Advisor (m/f) with a strong background in private sector development and a solid understanding of digital and ICT-related sectors, combined with project management experience in international development cooperation, preferably within GIZ. The role is explicitly oriented towards a business and market development perspective, focusing on strengthening companies’ competitiveness, business models, and market positioning through digital solutions, rather than solely on technical IT experience

Advisory Service:

  • Provide targeted technical advisory support to selected transformative companies in the digital economy and ICT sector, e.g. in enterprise digitalization (ERP/CRM systems), digital service delivery models, and digital content production and distribution.
  • Support companies in identifying opportunities for digital transformation, innovation, and business model development, including the development and scaling of digital products and services and the integration of emerging technologies such as AI and data-driven solutions.
  • Support companies in strengthening BPO service delivery models and capabilities, including process optimization and service standardization.
  • Facilitate linkages between companies and relevant ecosystem actors, including technology providers, innovation hubs, investors, and industry associations.

Project Management and Coordination

  • Coordinate the implementation of tailored technical assistance packages for each company
  • Recruit and technically steer national and international consultants/consultancies or manage financing/grant agreements supporting the selected companies
  • Coordinate the design and implementation of joint initiatives with selected companies that generate wider development impact, including spillovers and contributions to sector-wide transformation.
  • Monitor, document, and report on implementation progress and results in line with project requirements.
  • Work closely with other PSD-E components, including active engagement in the project’s AI and Digitalization team, to ensure alignment and coherence of interventions.
  • Build and maintain strong relationships with private sector actors, industry associations, government institutions, and development partners to strengthen the digital ecosystem.
  • Contribute to cross-cutting tasks such as knowledge management, communication and visibility, and event organization.
  • Where appropriate and reasonable, the position holder shall perform tasks outside the scope of the job description

Qualifications and experience:

  • Master’s degree in business administration (with a focus on ICT/digital economy), information technology, information systems, digital innovation, or a closely related field.
  • Minimum of five years of relevant professional experience in digital economy, ICT, or technology-driven private sector development.
  • Minimum of three years of experience in project management or technical advisory roles within international development cooperation, preferably with GIZ.
  • Demonstrated expertise in at least three of the following areas: software development, AI/data-driven solutions, cybersecurity, FinTech, BPO services, enterprise digitalization, digital content production, or digital marketing.
  • Strong understanding of digital business models, market systems, and private sector dynamics in Ethiopia.
  • Experience in providing technical advisory support to companies and managing external consultants (incl. ToRs, contracting, and quality assurance).
  • Excellent IT (particularly MS Office) and presentation skills; experience with SAP/S4HANA is an advantage.

Position 2: Green and Circular Economy Advisor Economy Advisor #054/2026

The relevant intervention area for this position is to support a portfolio of transformative companies operating in the Green and Circular Economy field, particularly those operating in or actively implementing solutions in areas such as renewable energy, green chemicals, e-mobility/EV technologies, sustainable packaging, and industrial recycling and material recovery.

In addition to firm-level support, the position contributes to the development and implementation of sector- and market-level solutions aimed at strengthening value chains, improving coordination among market actors, and generating systemic impact within the Green and Circular Economy.

  • Provide direct technical advisory support to selected companies, e.g. in resource efficiency, cleaner production, renewable energy integration, sustainable packaging, circular business models, and recycling or material recovery processes.
  • Support companies in improving their operational performance, product quality, and competitiveness through the adoption of resource-efficient solutions.
  • Support the development and implementation of market-oriented solutions, including scalable approaches that enable replication within value chains.
  • Facilitate linkages between companies and relevant ecosystem actors, including other companies in this field, investors, and industry associations.

Project Management and Coordination

  • Coordinate the implementation of tailored technical assistance packages for each company
  • Recruit and technically steer national and international consultants/consultancies or financing/grant agreements supporting the selected companies

Position 3: Marketing and Access to Market Advisor Market Advisor #052/2026’

The Advisor on Marketing and Access to Market will be responsible for enhancing the commercial viability of Ethiopian companies (SMEs and large enterprises). The primary goal is to shift businesses from production-led models to market-driven models. This role focuses on three pillars: improving product branding, professionalizing marketing operations, and facilitating sustainable domestic and international market linkages.

Key responsibilities and Duties:

Advisory Service:

  • Brand Audit & Development: Evaluate the current branding of portfolio companies and provide technical guidance on developing unique value propositions (UVPs).
  • Product Positioning: Assist companies in diversifying their product portfolios to meet the specific quality and packaging standards of premium domestic and export markets.
  • B2B Facilitation: Identify and broker relationships between local suppliers and “anchor buyers” (e.g., supermarkets, industrial park tenants, and international buyers)
  • Export Readiness: Navigate technical barriers to trade and sanitary/phytosanitary requirements to help companies enter European, Middle Eastern, and African (AfCFTA) markets.
  • E-Commerce Integration: Facilitate the adoption of digital marketplaces and payment gateways to streamline B2C and B2B sales
  • Market Intelligence: Develop and disseminate market briefs on consumer trends, competitor pricing, and emerging trade regulations in Ethiopia.

Project Management/Coordination:

  • Manage contracts with national and international consultants (i.e., including steering of weekly meetings, close follow-up to ensure high quality of their deliveries and timely financial reporting, etc.)
  • Work closely with cross-functional teams to create and monitor detailed project plans, including timelines, budgets, and performance indicators; esp. proactive contribution to GIZ’s Economic Competitiveness team
  • Build and maintain robust relationships with government agencies, development partners, and private sector stakeholders to foster collaboration and knowledge sharing

Qualifications and experience:

  • Master’s degree in Marketing, Economics, International Trade, or Business Administration
  • At least 5 years of experience in marketing and access to market consultancy.
  • Proven experience in Export Promotion and knowledge of international quality certifications (ISO, GlobalGAP, FairTrade).
  • Proficiency in digital marketing tools and data analytics.
  • Strong understanding of the African Continental Free Trade Area (AfCFTA) and the WTO

Skills:

  • Strong analytical and problem-solving skills, with the ability to synthesize complex information and present it clearly.

Position 4: Office Manager Office Manager#055/2026’

QEP II supports the Ethiopian government in expanding skills training and creating pathways towards employment for IDPs, refugee and host communities in four selected regions of Ethiopia: Addis Ababa, Somali region, BSGR and Tigray. The project expands labour-market relevant short-term training and establishes linkages between the TVET sector and the private sector to support the integration into the labour market. QEP II also supports TVET colleges to become inclusive learning environments, including displaced persons. The programme offers tailor-made short-term technical training courses in labour market-relevant sectors to enhance employment prospects for the target group.

1. Project Implementation Support

  • Support the implementation of project activities in line with defined objectives and work plans
  • Assist in coordinating day-to-day project operations with internal teams and partners
  • Contribute to the timely execution of planned activities across project locations

2. Coordination and Stakeholder Engagement

  • Facilitate communication and coordination between project staff, partners, and relevant stakeholders

5. Data and Reporting Support

  • Assist in collecting and organizing relevant project data from partners and stakeholders
  • Support preparation of reports and updates for project management
  • Ensure data quality and consistency for monitoring and reporting purposes

6. General Support Functions

  • Perform document processing tasks such as printing, scanning, and binding when required
  • Maintain updated contact lists and stakeholder databases
  • Carry out additional tasks as assigned by the line manager in support of project implementation

Qualifications

  • Bachelor’s degree in a relevant field (Business Administration, Management, Accounting, Logistics, etc.); recent graduates (January 2023 onwards) are encouraged to apply.

Professional Experience

  • At least 1 to 2 years of experience in management assistance

Language

  • Very good command of English and Amharic (spoken and written).
