Position 1: Infrastructure Advisor
Job Summary
Responsible for exploration survey, feasibility study and detail design of water and irrigation schemes; monitors and supervises irrigation and water supply activities.
Principal Responsibilities
ey Result #1 –Planning activities
Involve in needs assessment, design and submission of food security proposals to donors in order to ensure sustainable funding sources for the department;
Advices project managers, infrastructure officers and PSNP officers to strictly abide by watershed approach in planning PWs interventions.
Advises and provides technical support to all DFSA operational areas in the Amhara region in terms of design, bill of quantities and specifications of infrastructure and NRM activities.
Guide infrastructure and PSNP staff in the preparation of activity and budget operation plan within the first month of the fiscal year concerned so as to meet the target set for the year;
Gather and document any project ideas and feed into the organizational planning processes.
Key Result #2 Program Implementation
Plans, coordinates and directs infrastructure activities (NRM, Water and sanitation, access road, Health and education facilities, irrigation schemes, etc.) of the DFSA so as to ensure that program activities are implemented in compliance with the approved targets and objectives;
Prepare operational guide books based on FH/Ethiopia and government work quality standards, which will be used by field staff in program implementation;
Advices and supports all FH and partner projects in Amhara region in preparing standard design documents for warehouses, irrigation schemes, water and Sanitation facilities, health and Education facilities, and any other physical infrastructures;

Prepare appropriate bid documents, engineering cost estimations and TORs for various construction activities;
Ensures implementation of infrastructure activities environmentally sound and the necessary safeguard mechanisms are in place.
Ensure all completed constructions are timely handed over to concerned stakeholders with all necessary documents.
Provide technical support to project and the government staff who are actively involved in the execution of DFSA which would enhance the quality of the workmanships;
Ensures handover of rehabilitated watersheds to user groups to sustain public work interventions.
Ensure Adherence of USAID environmental rules and Regulations during public work implementation.
Ensure activities are implemented as per the Annual Activity and Budget Plan approved by the department;
Participate in Public work working groups (T2CG and others) that will deal on and adapt appropriate lessons to the organization.
Advise and capacitate DFSA operational area staffs to ensure use of necessary IT technology like Arc GIS tool.
Key Result #3 – Capacity Building Activities
Identify capacity gaps of woreda partners and project staff and fill the gaps as deemed necessary with the view to enhance the capacity of partners;
Identify innovative and research based new technologies and work for its adoption to the program areas;
Make sure that all program stakeholders ranging from the woreda through Zone and regional level has internalized the PIM and work in adherence to the rules, regulations and procedures set in it;
Prepare training manuals and guidelines which will be used by field staff and government partners in planning, implementing, monitoring and evaluating PSNP activities;
Build capacity of project staff in the areas of holistic message development and communication to program beneficiaries;
Build the capacity of project and government staff and community members in an integrated watershed management approaches to natural resources management;
Provides on job training and technical backstopping to field level infrastructure officers;
Key Result #4 – Monitoring, Evaluation and Reporting
Based on the annual activity and budget operational plan, make frequent field visit to project sites to undertake operational and performance monitoring and furnish monitoring reports to the project management and food security program director for timely decision making;
Collect periodic progress reports from projects, compile them and submit to food security program director based on the due date for each type of reports in question;
Give timely feedbacks on reports collected from projects to ensure quality and consistency of reports;
Keep proper documentation of project proposals, periodic reports, agreements and other documents related to PSNP/DFSA, both on soft copy and hard copy;
Provide timely feedback on the progress of the construction works, challenges and concerns encountered to Food Security Director
Make sure that PSNP/DFSA interventions are planned, implemented and monitored in accordance with the principles of integrated watershed management approaches so as to be in compliance with government and donor directions;
Participate and lead in feasibility studies, cost benefit analysis and baseline data collection and analysis of infrastructure activities;

Supervises and monitors the construction of water supply and irrigation schemes and ensures that they are carried out as designed and planned;

Position 3: Zonal Cash/ Food Commodity Compliance & Capacity Building Officer
Job Summary
Responsible to ensure the proper handling and management of food aid commodities at the project level. The monitor is also responsible to coordinate and liaison the information flow between the respective project level warehouses and PDPs on the one hand and the head office on the other hand. He/ She is responsible for staff capacity building in the areas of food aid resources handling and proper warehouse management. Besides, he/she will be responsible to ensure that food aid commodities have arrived at the destined distribution centers before the actual distribution time so as to ensure timely transfer of food to beneficiaries.
Principal Responsibilities
Key Result #1 – Compliance Management
Monitor food aid resources in all FH and ORDA warehouses and ensure the commodities are stored in line with Donor/FH standard.
Support and guide the field commodity teams in the proper management of food aid resources in line with the FH commodity management guide.
Ensures that all warehouses are keeping proper warehousing standards set by Donor/FH.
Monthly inspect all warehouses, take physical inventory and forward all findings to the project and the CMC every month.
Receive annual commodity allocation from the CMC and advise all project distribution sites to get ready to receive their annual food allocation.
Ensures that the warehouses have all required documents in their shelf and properly kept.

Provide technical support to project staff both (FH/E and ORDA) who are involved in the execution of PSNP;
