Reports from international and domestic monitors highlight several persistent concerns:
- Conflict-Related Abuses: Fighting between government forces and regional militias (notably in Amhara, Oromia, and post-conflict Tigray) has led to extrajudicial killings, mass displacement, and the destruction of civilian infrastructure like hospitals.
- Arbitrary Detention: Authorities frequently use state-of-emergency laws to arrest journalists, opposition politicians, and activists without due process.
- Freedom of Expression: There is a documented erosion of civic space, including internet shutdowns in conflict zones and intimidation of human rights defenders.
- Sexual and Gender-Based Violence: Conflict-related sexual violence remains a severe issue, with reports of rape used as a method of warfare.
