Position 1: Planning & Scheduling Expert
QUALIFICATION REQUIREMENTS:
A Minimum of BSC in Civil Engineering field of study with a minimum of 09 years of relevant experiences in known organization.
OR MSc in Project/Construction Management with a minimum of 07 years of relevant experiences in known organization.
Duties and responsibilities (Job Descriptions):
Creates, maintains, and updates the Master Schedule. Identifies and analyses the Critical Path (CP) and near-CP activities. Integrates Contractor (EPC) schedules into the Master Schedule and reports on delays/mitigation plans.
Position 2: Geotechnical Engineer
QUALIFICATION REQUIREMENTS:
A Minimum of BSc Degree in Geotechnical Engineering or Civil Engineering with a Geotech specialization with a Minimum 08 years of experience out of which 2 years’ experience in foundation design and soil mechanics for large civil and structural projects or related area..
Duties and Responsibilities (Job Description):
Review and assure all geotechnical investigation reports, foundation designs (piles, raft), and earthworks specifications. Provide expert input on soil stability, material suitability (borrow pits), and compaction testing protocols. Oversee site-level geotechnical assurance and manage specialist sub-consultants.
Position 3: Lawyer
QUALIFICATION REQUIREMENTS (JOB SPECIFICATIONS)
A Minimum of LL.B Degree with a minimum of 5 years of experience in construction or corporate law.
DUTIES AND RESPONSIBILITIES (JOB DESCRIPTIONS)
Supports the Sr. Lawyer in contract review, preparing legal documentation for disputes, and assisting with regulatory compliance filings.
Position 4: Document Controller (Supporting Facilities & Ancillary Buildings)
QUALIFICATION REQUIREMENTS:
A Minimum of BA Degree in Information Management/ Business Administration, or Engineering with a Minimum 5 years of direct experience as a Document Controller on major construction or engineering projects. Expert proficiency with E-DMS platforms. OR
A Minimum of Diploma in Information Management/ Business Administration, or Engineering with a Minimum 7 years of direct experience.
Duties and responsibilities (Job Descriptions):
Manage the receipt, registration, indexing, filing, and distribution of all project documentation (drawings, specifications, RFIs, Transmittals, reports) using the E-DMS (Electronic Document Management System). Ensure strict version control across all packages and enforce PMO document control procedures. Prepare final handover documentation packages for project archiving.
Position 5: Cost Controller
QUALIFICATION REQUIREMENTS:
Minimum of MSc Degree in Quantity Surveying/ Civil Eng or related field of studies with a Minimum 09 years’ experience in cost control, budget management, and financial forecasting for major projects or related area.
N.B: Strong background in FIDIC contract pricing/costing.
Duties and responsibilities (Job Descriptions):
Develops and maintains the PMO cost model, tracking commitment, expenditure, and forecast against the project budget. Provides monthly cost reports, cash flow projections, and budget variance analysis. Works closely with the Finance Manager.
Position 6: Cash Flow Specialist
QUALIFICATION REQUIREMENTS (JOB SPECIFICATIONS)
A Minimum of BA Degree in Finance/Accounting with a minimum of 9 years of experience in cash flow management for large projects.
DUTIES AND RESPONSIBILITIES ( JOB DESCRIPTIONS)
Manages project cash flow forecasting, tracking, and reporting to ensure financial liquidity and control.
Position 7: Document Controller (Early Works & Offsite Links)
QUALIFICATION REQUIREMENTS:
A Minimum of BA Degree in Information Management/ Business Administration, or Engineering with a Minimum 5 years of direct experience as a Document Controller on major construction or engineering projects. Expert proficiency with E-DMS platforms.

A Minimum of BSc Degree in Civil Engineering/ Water Resources Engineering, or Hydrology with a Minimum 5 years of experience in hydrological modelling and design for large infrastructure or urban development projects.
Duties and responsibilities (Job Descriptions):
Review and assure the project’s hydrological studies, including watershed analysis, flood plain mapping, and drainage design criteria. Oversee the design and implementation of large-scale stormwater drainage systems, culverts, and water diversion schemes for the airfield and landside areas. Ensure designs comply with environmental and regulatory requirements related to water resources.
Position 9: Media Monitoring and Feedback Officer
QUALIFICATION REQUIREMENTS (JOB SPECIFICATIONS)
A Minimum of BA Degree in Journalism or PR with a minimum of 5 years of experience in media monitoring and analysis
DUTIES AND RESPONSIBILITIES ( JOB DESCRIPTIONS)
Monitors media coverage, analyses public feedback, and prepares reports on project perception for PMO leadership
Position 10: IT Expert
QUALIFICATION REQUIREMENTS
A Minimum of BSc Degree in Computer Science/ Information Technology, or Computer Engineering with a minimum 5 years of experience in a technical support or help desk role for an enterprise-level office environment
DUTIES AND RESPONSIBILITIES ( JOB DESCRIPTIONS)
Manage deployment, licensing, and support for core project software (Primavera, AutoCAD, ETAB, Adobe Pro). Oversee setup, maintenance, and troubleshooting of PMO IT equipment. Provide first-line technical support, maintain LAN connectivity, implement security protocols, and coordinate data backup with E-DMS Manager.
Position 11: Disbursement Expert
QUALIFICATION REQUIREMENTS (JOB SPECIFICATIONS)
Minimum of BA Degree in Finance/Accounting with a minimum of 9 years relevant experience in financial control, cash management, and disbursement, preferably in a project finance environment.
DUTIES AND RESPONSIBILITIES (JOB DESCRIPTIONS)
Manages all project disbursements and payment requests from contractors (EPC/PMCM) and vendors. Ensures that all payments comply with contractual terms, the PMO’s financial policy, and the specific requirements of lenders and investors.
Position 12: Communication Officer
QUALIFICATION REQUIREMENTS (JOB SPECIFICATIONS)
A Minimum of BA Degree in PR or Communication with a minimum of 5 years of relevant work experience.
DUTIES AND RESPONSIBILITIES ( JOB DESCRIPTIONS)
Assists in developing project communication materials, manages media relations, and supports PR campaigns.
Position 13: Document Controller (Main Buildings, GTC & ATC)
QUALIFICATION REQUIREMENTS:

A Minimum of BSc Degree in Surveying/ Geomatics, or Civil Engineering with a Minimum 9 years of work experience; out of which minimum of 2 years as a Senior Surveyor on large-scale civil works or airport infrastructure projects.
Duties and responsibilities (Job Descriptions):
Establish and maintain the primary geodetic control network (Horizontal and Vertical) for the entire BIA site. Oversee and assure all Contractor and PMCM survey activities, including setting out, as-built surveys, and volume calculation verification (cut/fill). Proficient use of total stations, GPS/GNSS, and laser scanning technologies.
LANGUAGE
Knowledge of ET working language English is mandatory and other foreign languages are desirable.
