1. Program Assistant
Career Level: Junior (1–3 years)
Reports to: Management Board
Duty Station: NEBE Headquarters, Addis Ababa

Job Summary
The Program Assistant provides program and administrative support to NEBE Board Members, ensuring efficient office management, event coordination, and communication. The role involves handling confidential and time‑sensitive materials, supporting meetings, and facilitating collaboration across departments.
Key Responsibilities
- Manage Board Members’ calendars, appointments, and meetings
- Coordinate travel arrangements (flights, hotels, cars)
- Draft and edit correspondence, presentations, and official documents
- Prepare agendas, briefing materials, and meeting minutes
- Support onboarding of new employees and facilitate introductions
- Maintain filing systems and track program documents
- Assist in organizing events, workshops, and training sessions
Qualifications
- BA or MA in Management, Public Administration, Secretarial Science, Office Management, Law, Political Science, or related fields
- Experience:
- BA: Minimum 3 years
- MA: Entry level accepted
- Strong event management and travel coordination experience
- Proficiency in English and Amharic (other local languages advantageous)
- Computer literacy
2. Deputy Head – Planning, Monitoring, Evaluation and Learning (PMEL) Department
Career Level: Executive (VP, Director)
Reports to: Head, PMEL Department
Duty Station: NEBE Headquarters, Addis Ababa

Salary: Competitive, as per organizational scale
Job Summary
The Deputy Head supports the Head of PMEL in leading strategic planning, monitoring, evaluation, and learning functions. The role ensures NEBE’s strategic plan is implemented effectively by overseeing data collection, performance tracking, institutional learning, and reporting.
Key Responsibilities
- Assist in developing and executing NEBE’s strategic plan
- Support design and implementation of performance monitoring systems
- Prepare detailed reports on NEBE’s performance and electoral program effectiveness
- Develop knowledge‑sharing platforms (reports, workshops, reviews)
- Build partnerships for research, evaluations, and capacity‑building initiatives
- Organize training sessions on planning, M&E methodologies, and data utilization
- Supervise and mentor PMEL staff
Qualifications
- MA/MSc or Ph.D. in Economics, Statistics, Math, Management, or related fields
- Experience:
- 9 years with Master’s degree
- 7 years with Ph.D.
- At least 4 years in a leadership role
- Knowledge of PMEA/MEAL systems, preferably in elections or governance programs
- Familiarity with election cycles, laws, and regulations advantageous
- Proficiency in quantitative and qualitative data analysis (STATA, SPSS, SAS)
- Strong leadership, strategic management, and budgeting skills
- Fluency in English and Amharic
