Position 2: Political-Economic Officer for Sudan
SUMMARY OF DUTIES
The mission is seeking to fill a foreign policy political and economic officer position, as well as other officer positions that may arise following this selection process. These positions provide research, information and analysis, as well as foreign policy advice services.
The Political-Economic team at the Embassy of Canada to Ethiopia in Addis Ababa covers Ethiopia, Djibouti, and Sudan. Under the supervision of the Program manager of the Polticial-Economic team, the Political Officer will contribute to the delivery of one or more of the programs’ core services with respect to Sudan.
Core responsibilities include but are not limited to:
- Contributes to the provision of advice and recommendations related to foreign policy options and issues, the planning and implementation of cultural diplomacy approaches and advocacy projects and initiatives, program delivery, the development of communication products and strategies and the planning and organisation of official visits and events.
- Drafts reports on political, economic, policy and program issues, as well as visits, communications and/or advocacy related documents such as visit programs and reports, presentations, plans, briefing notes, notices, funding estimates, contracts, reports, and communication materials for supervisor.
- Contributes to the research and analysis of trends and developments related to one or more of the core services of the program, which includes existing or emerging local and international issues, foreign policy, advocacy projects, strategies and options, local Cultural diplomacy opportunities, communications strategies and the local/national position pertaining to Sudan.
- Establishes and maintains a network of contacts with local and foreign governments, partners, NGOs, experts, think tanks, academics, agencies, and multilateral organizations, to participate in the development of common approaches, joint projects, pool funding in support of shared objectives, and the coordination of advocacy to leverage influence in government circles, as well as to stay abreast of local developments, changes, policies and programs that may have an impact on the delivery of the program.
- Implements and assists in drafting a comprehensive communication strategy (includes recommending most effective media to deliver different types of messages) and oversees the implementation of a social media strategy for one or more services of the program and promotes Canada’s interests and objectives by contributing to discussions in relevant fora.

ESSENTIAL QUALIFICATIONS

ASSET QUALIFICATIONS
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
- An advanced proficiency level (reading, writing, comprehension, and speaking) in Arabic
- Master’s degree from a recognized university.
- Knowledge of Canadian foreign and domestic policy issues.
- An intermediate level or higher in French.
OPERATIONAL REQUIREMENTS
Operational requirements will be assessed on a “meet/does not meet“ basis and can be used to determine right fit of a candidate for the position.
- Hours of Work: Normal hours of work of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week.
- Overtime: ability to work overtime on short notice outside regular working hours.
- Travel: Valid travel documents are required, as this position may require limited occasional travel domestically and internationally.
CONDITIONS OF EMPLOYMENT
Conditions of employment must be met or complied with before being appointed to a particular position. They are to be maintained throughout the employment period.
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada.
Education
This position requires:
- A Bachelor’s Degree from a legally recognized University in a field related to the outlined requirements, such as Political Science, International relations, Economics, Business or Public Policy
OR
- An equivalent combination of education, training, and/or experience.*
*An equivalent combination of education, training, and/or experience refers to: A degree from a recognized university in any field and a minimum of two (2) years of relevant work experience in political affairs.

Experience

- 3 years cumulative experience in a diplomatic mission, government, international organization, academia, think-tank, civil society organization, private sector or media outlet.
- 2 years of recent* experience in producing political analysis and/or providing recommendations and advice., including research and document production (including presentations, briefing notes, reports and other documents).
*Recent is defined as within the last 3 years.
